Mrs. Shamique Frederick serves as Deputy Ombudsman for the Complaints Division at the Office of the Ombudsman and has been with the organization since 2017. She brings significant experience in complaints oversight and regulatory investigation, with a strong foundation in Information Rights and public sector accountability.

Prior to her appointment as Deputy Ombudsman, Mrs. Frederick served as Assistant Ombudsman within the Complaints Division, supporting the oversight and investigation of complaints of government maladministration, whistleblower disclosures across both the public and private sectors, and public complaints concerning police conduct.

She holds a Bachelor of Laws (LLB Hons) from the University of Liverpool and a Degree in Literary Studies from the University College of the Cayman Islands. Mrs. Frederick is a qualified civil and commercial mediator, a TCM Accredited Investigator, and holds Practitioner Certificates in Freedom of Information (PC.foi) and Data Protection (PC.dp). She has also completed leadership training through the Institute of Leadership and Management (ILM) and advanced investigative and interviewing training delivered by the Royal Cayman Islands Police Service.

In her current role, Mrs. Frederick leads the Complaints Division and oversees investigations into complaints of government maladministration, whistleblower disclosures, and public complaints concerning police conduct. She approaches her work with independence, fairness, and a strong commitment to due process, consistency, and defensible decision-making.
